This Christchurch City Council housing development was named in memory of The Right Honourable Norman Kirk (1923-1974), Prime Minister of New Zealand 1972-1974. The project was officially opened by his widow, Dame Ruth Kirk (1922-2000) on 14 May 1977. At the opening the Mayor of Christchurch, Hamish Hay, made a plea to the Government for more help in urban renewal. See The Press, 16 May 1977, p. 6.
